Proxy can also be banned

In such a situation, you can delete that particular proxy and then set up a new proxy. Messages will be end-to-end encrypted
WhatsApp says that the proxy does not affect the privacy of the users. All messages sent to the proxy server will be end-to-end encrypted. However, the messaging platform has clarified that using third party proxies will share your IP address with proxy providers as they are not provided by WhatsApp itself.
